    Retired Commissioner, IPCC

    David’s early career was in government service where he worked at the Ministry of Defence, Northern Ireland office and the Cabinet Office. In 2001 he became a member of the Police Complaints Authority and in 2004 a Commissioner in its replacement the Independent Police Complaints Commission. He monitored the performance of the police complaints machinery in several forces and dealt with major investigations of alleged police misconduct, including the complaints which arose from the Stockwell Tube shooting and the “death in the swimming pool” case at Michael Barrymore’s house in Essex. He retired in 2009.
