Evan studied Medicine at Oxford before working as a hospital doctor and public health medicine. He was MP for Oxford West and Abingdon from 1997-2010. During this time, has been Liberal Democrat Spokesman on Health, Science, Equality and Human Rights; and served on the Science and Technology Select Committee, the Joint Committee on Human Rights and the elected Reform of Parliament Select Committee. He is experienced in human rights issues and serves on the BMA’s Medical Ethics Committee. He writes for the British Medical Journal and the Political Science blog for the Guardian.
