Paul is the former Chief Constable of West Mercia Police (2003 – 2011). After completing a physics degree at Oxford University, he began his policing career in 1979 with Durham Constabulary and subsequently also served with Thames Valley Police. He was awarded the Queen’s Police Medal for Distinguished Police Service in 2004. Paul is currently the Bishop of Worcester’s Advisor on Criminal Justice Affairs (voluntary role). In addition, he is a trustee of the Lucy Faithfull Foundation, an Independent Lay Panel Member of the Judicial Appointments Commission and a Governor of Bromsgrove School. Paul also served as a Governor of the University of Worcester from 2007-2014 and was inducted as a Fellow of the University in 2014. In 2011, Paul established Policing First as an ethically-based company with a unique business model. Its central aims are to help bring about improved policing and justice systems in the UK and internationally whilst providing much needed support to a range of inspirational charities and community-based projects.
