Stephen Hargrave is a leading light at Reform, an all-party think tank promoting better value in public services. He makes a living as a partner in Cigala LLP, a investment group specialising in industrial turnarounds, and is also chairman of London Farmers’ Markets, which has 16 markets in the capital. He graduated with a first from Oxford University and after a brief spell as a waiter in the Dorchester Hotel he subsequently worked in the City and as a financial journalist.
